Has to be 2002 or 2003 because of MORE hip-hop with 1998 & 1999 being mostly Hip-Hop free unless your name was Will Smith which you could question him even being Hip-Hop STILL then. Just look how far he's fallen now with the slam that was the ONLY thing interesting in the comafest otherwise known as the Oscars.

The mid 2000-late 2001 period when it REALLY had an equally diverse lineup of tracks (pop, rock, hip-hop, etc.) rather than the “Hot AC”-leaning lineup of 1998-99 or the “Rhythmic/Urban”-leaning lineup of 2002-03.

I'm going to say 2000, in that the period that I'm most nostalgic for would probably cover the second half of 1999 through...I'd say, approaching 9/11 in 2001. And not so much for that reason, rather CHR was making its hard turn to an overall different sound around that same time.
There's plenty of songs after then that hold up just as well if not better than 99-01, but by then it's individual songs that stand out rather than the overall.
